How to find best-fit RFPs

Define your ideal opportunity, prioritize high-fit procurements, and continuously monitor your market as new opportunities emerge.

Step 1: Describe your ideal opportunity

Use natural language to describe the types of RFPs you want to find.Example
Find city and county RFPs for cybersecurity software, including endpoint protection and managed security services.
You can also narrow your search using filters such as:
  • Buyer list
  • Buyer type
  • Geography
  • Population size
  • Operating budget
  • Propensity to spend
  • Due date

Step 2: Define your match criteria

Customize what makes an opportunity a strong or weak fit for your business.Strong match examples

Weak match examples
  • Requires certifications unique to a specific vendor
  • References proprietary technologies or requirements associated with another provider
  • Indicates the solicitation is likely designed around an incumbent solution

Step 3: Review and refine results

Review the matched opportunities and adjust your criteria until you’re seeing the right signal quality.Each opportunity includes:

Step 4: Monitor your market automatically

Once you’re satisfied with your search, launch a Bridge to continuously monitor your market.As new RFPs are released, contracts approach expiration, and new procurement opportunities emerge, Starbridge automatically delivers relevant opportunities to your:
  • My Feed
  • Email Digest
  • CRM

Step 5: Generate an RFP proposal

When you’re ready to respond, open the opportunity and select Generate Proposal.Starbridge creates a compliant, personalized proposal using your organization’s existing content, helping your team respond faster while maintaining consistency.

Starbridge helps you generate compliant, personalized RFP proposals using your organization’s existing content. Upload your proposal library once, then create structured proposal drafts from any public or private solicitation in minutes.

Before you begin [admins]

To generate high-quality proposals, first upload the content Starbridge should reference.Navigate to Settings → RFP Writer Files and upload documents such as:
  • Past winning proposals
  • Product documentation
  • Knowledge base articles
  • Capability statements
  • Approved response libraries
Organize your content with tags (for example, K–12, Higher Education, Cybersecurity, or Product Line). Starbridge uses these tags to retrieve the most relevant content when generating responses.

Step 1: Create a proposal

There are two ways to start a proposal:Option 1: From an opportunity in StarbridgeOpen an opportunity from your RFP Bridge, Feed, or Ask Starbridge, then select Create Proposal. If solicitation documents aren’t already available, upload them before continuing.Option 2: Upload an RFP directlyFor opportunities sourced outside of Starbridge, navigate to RFP Writer → Create Proposal and upload the solicitation documents manually.

Step 2: Generate the proposal outline

Name your proposal, select the appropriate content tags, and click Generate Proposal.Starbridge analyzes the solicitation and automatically creates an outline by extracting:
  • Proposal questions
  • Technical requirements
  • Certifications
  • Required forms
  • Mandatory meetings
  • Compliance items
Before drafting, review the outline to confirm all requirements were captured correctly. You can edit questions, add missing requirements, update tags, and review the source documents used during analysis.

Step 3: Generate the draft

Once you’re satisfied with the outline, select Finalize. Starbridge generates draft responses using your uploaded content and the solicitation requirements.

Step 4: Review and collaborate

Review the generated proposal and collaborate with your team before submission. You can:
  • Edit AI-generated responses
  • Assign sections to subject matter experts
  • Leave comments
  • Adjust tone and content
  • Track completion using the Compliance Matrix
The Compliance Matrix helps ensure every requirement has been addressed. AI-generated responses are marked as Drafted, while items requiring manual action—such as forms, certifications, or supporting documentation—remain Pending until completed.

Step 5: Export and submit

When your review is complete:
  • Download the proposal
  • Export the Compliance Matrix
  • Complete your final formatting and submission
